Talents at their base level are very weak, not even really objectively distinguishable from ordinary variations in aptitude for things, except in so far as people are drawn to use their talent. As they get practiced, they can get stronger, though I’m not sure what the hard limit is. The average person probably has enough talent to do something noticeably out of the ordinary with it, like butchering a whole cow in minutes or something.
Yes, only people who learn the internet access illusions can access the internet. Doing so isn’t an especially onerous task though, especially since an illusion that you can used to reminder yourself of them if you forget exists.
